GREDAC
began through Executive Order in May 1994 by establishing 18 local
regional councils to establish a statewide economic plan to be titled
OPPORTUNITY VIRGINIA. Sidney O. Dewberry, Managing Partner of
Dewberry and Davis, was appointed Chair of the Northern Virginia region.
A Visioning Plan was established for the Northern Virginia region in
November 1994 which eventually became the Northern Virginia Project,
working through the
Northern Virginia Roundtable.
OPPORTUNITY VIRGINIA, the economic plan, was completed in December 1994,
and presented to the citizenry in March 1995.
While GREDAC still remains in many of the local areas, the Northern
Virginia Council was disbanded when Mr. Dewberry resigned. Mr. Dewberry
cited in his letter of resignation to the Governor, the completion of the
original goal, OPPORTUNITY VIRGINIA, and the ongoing work of the Northern
Virginia Roundtable along with other local boards/committees already
involved heavily in economic efforts, thus making GREDAC's continuance
duplicative of their workings.
